Why do people with congenital heart disease have to take antibiotics before any dental procedure, or surgery?

Call your doctor if you have symptoms of an infection (sore throat, general body aches, fever).
Take good care of your teeth and gums to prevent infections. See your dentist for regular visits.
Take antibiotics before you undergo any procedure that may cause bleeding, such as: any dental work (even a basic teeth cleaning), invasive tests (any test that may involve blood or bleeding), and most major or minor surgery.
please explain fully

this is a preventative measure, just in case the slim chance of getting an infection comes true, the infection cannot move to the heart and be very serious and/or fatal.

People with heart problems…especially heart disease are more prone to infections.

All these situations can cause spillage of bacteria into the blood stream. Through the blood stream it may reach to damaged heart structures and lodge there. If bacteria multiply in damaged heart structures, it leads an infection of the heart which needs prolonged antibiotic treatment. This can be prevented to a certain extent by the precautions which you mentioned.
